This report focuses on state-level strategies for addressing shortages of teachers who are well-prepared to work with students identified as English learners (ELs). The EL population is one of the fastest-growing student groups in the country. Having an effective teacher can dramatically increase students’ educational and economic outcomes. This paper includes state strategies and examples, including: implementing EL teacher requirements, creating alternative certification programs, facilitating a statewide higher education network and allocating state funds to create and expand certification pathways.
