Signaling Quality and Incentivizing Adoption of HQIM
States interested in developing strategies to increase the adoption of high-quality instructional materials should signal the quality of instructional materials for local education agencies (LEAs) (i.e., organizing instructional materials into quality categories or tiers) and incentivize the selection of high-quality instructional materials.

- State Rubrics: The following states have developed high-quality rubrics to evaluate the quality and alignment to state standards of curriculum. These rubrics can be reviewed and used by other states as is useful.
- Incentivizing Adoptions of HQIM
- Louisiana Super App: Many states have used funding to incentivize adoption of HQIM. The Louisiana Super App is a great example of this—it is a single application that consolidates three processes that have historically been separate. With this application, districts establish priorities, budget federal formula funds, and apply for competitive funds. To receive competitive funding, districts must ensure that they have adopted and use HQIM. Learn more here.
- Nebraska and Zearn: The Nebraska Department of Education (NDE) is using ESSER II state set aside funding to offer free full access to Zearn Math for summer 2021 and the 2021-2022 school year. After this, districts can choose to continue using Zearn by purchasing it themselves. By providing free initial access, Nebraska is incentivizing districts to pivot to using a high-quality K-5 math curriculum and hopefully many of them continue using it beyond the 2021-2022 school year.
