CCSSO’s High-Quality Instructional Materials and Professional Development (IMPD) Network, launched in 2017, supports states in ensuring that every student, every day, has access to meaningful, affirming grade-level instruction. The IMPD Network’s 2025 Impact Report showcases the results achieved by the 16 states active in the Network that year. By focusing on the adoption of high-quality instructional materials (HQIM) paired with curriculum-based professional learning (CBPL), states in the Network have accelerated progress in classrooms across the country. Today, more than 7 million students across IMPD Network states have access to HQIM in English language arts, 7.8 million in math and 1.7 million in science.
While work remains in supporting educators to more intensively use HQIMs, the IMPD Network states are driving significant policy and practice shifts that are improving instruction, strengthening educator capacity, preparing aspiring educators and creating more coherent systems for student learning. Read the full report to explore each state’s unique strategies and the progress they’ve made to date.
