Overview
English learners represent 10% (or 5.1 million students) of the total K–12 student population – a fast-growing population. With funding through a U.S. Department of Education grant in 2019, Arizona, Arkansas, Michigan, Mississippi, Ohio, Washington and Wisconsin began working together to evaluate the English learner (EL) growth models specified in their Every Student Succeeds Act plans. These state education agencies also examined the relationship between their growth model results and the quality of programs and services provided to English learners. The Mississippi Department of Education is the lead state agency, and the Council of Chief State School Officers is the project management partner.
