To better understand the relationship between English learners (EL) annual progress towards attaining English proficiency and aspects of EL programs and service implementation, the research team is collaborating with states, districts, and schools to conduct an English Learner Program Implementation Survey. The survey instruments will be used to gather information about the quality and effectiveness of policies, programs and practices that serve ELs. The study will also examine connections between program implementation and accountability results based on student progress. Analyzing the emerging connections between growth models, English Language Proficiency indicator results, and elements of high-quality program implementation is key to the project.

2022-23 Survey Roll-out

An initial version of the English Learner Program Implementation Survey was pilot tested between October 2021–January 2022 to groups who have roles in implementing and/or participating in EL instructional programs. Results from the pilot study have been used to revise the survey instruments. A large-scale administration of the survey will be conducted in January – March 2023. Data collection is performed via web-based questionnaires.
