The Competitive Grants for State Assessment (CGSA) project was a five-year collaborative initiative, running from 2019 to 2024, involving seven state education agencies, researchers and CCSSO. The project focused on (a) methods for effectively measuring English learner progress toward English language proficiency (ELP), (b) the relationship between English learner progress and the quality of programs/services provided to support English learners, and (c) the use of ELP assessment data and the ELP indicator to inform school improvement efforts. The resources below include a variety of tools and training materials, such as research-informed questionnaires, protocols and templates, designed for use by states, districts and schools. These resources support efforts to examine the quality and effectiveness of policies, programs and practices for English learners.
